Proftpd with plesk on redhat

i have try to setup ftp account with proftpd, it can login and can read the folders but when i try to upload files it fail with access denied. i did change the folder permission ( i can upload files by using scp) so i guess it is the ftp server side... any idea?

also how can i set it so when login it will go to one of the folder rather than the user's home? ex when such user login the folder will be /ftp rather than /home/user1
