    I'm wondering how difficult it is to set up a Red Hat Linux web server on a permanent internet connection running Apache so that I can FTP to it from a remote site. Is this a feature of Apache or do I need extra software to be able to do this?

    Not at all.

    That has nothing to do with Apache at all.

    FTP server should be installed by default. Or preferably, you should check out http://www.proftpd.net/
