Need Launcher/updater made

The launcher has to work with a game called RFOnline version 2.2.3. If you agree i can supply you with more information.

What i need from the launcher is for it to work on all windows based operating systems without any C++ errors ect. For it to be
customizable too allowing us to change its appearance and if possible to make it look a close as possible to the original launcher for the game.

I would like it to be in C++ and the server side maybe to be made into an exe to stop others from stealing it.

I would also would like to know separately if it is posible to encrypt or pack the game files and have the launcher read
them/decrypt them and then inject into the bin that is used to load all the game files.


On a small budget so please tell me how much you will charge

C# or delph can be used to code it too and i already have the interface images ready.
