New to the Dev Buisness

I am new to developing games but I am some what familiar with coding and understand the basic logic behind it.
I wanted to make a 2d platform RPG game, somewhat like Maple Story but not mmo. What tools and skills would I need to build this (language, engine, etc.).

i have used a simple 2d engine called Scirra Construct (google it) for some time. you don't need any, and i mean ANY programming knowledge at all. its all drag and drop but is actually quite powerful and can get advanced if you choose to.

its based on an event (something happens) and action (what happens when that thing happens) system which is very easy.
