Tools for bots
Is there any tools or kits to make BOTS for unreal tournament games of year edition?
It is hard to find ways for detecting the game state or generate signal to control the computer player....

I couldnt find anything that looked relevant I'm afraid . Have you tried unrealed though, it can alter scripts, maybe it can do something on the map level that you require.

I haven't try any bots editor

I dont think it will do what you want it to but the unreal editor (UnRealED) can alter map scripts (which may! allow you to alter bot behaviour). Otherwise I think you will have to resort to the unreal SDK (which would require a decent knowledge of programming).

Maybe can we find some sample code of BOTs designs of UnrealScript for unreal tournament Game of Year Edition
I find some sample but none are Bots behavior design
many are skin or map design..=.=
