Email Script with Ad Management

Hello everyone,

I just recently bought a domain and in the process of doing the design. The website is www.inboxbank.com and it will become an email service comparable to the likes of hotmail and gmail. However it won't be as slow as hotmail. So to the point. I am looking for a Perl or PHP coder to make this project work. Sorry, no ASP or Coldfusion my server doesn't support it.

What I really want is to modify and existing open source email script such as neomail or squirrelmail. You can choose what program to use, because you are going to skin and hack the s**t out of it. This script will also need to include an ad-managment tool for the mailbox and the non-email box pages.

Things I want:
-Skin the mailbox area to look like the design I am doing.
-NO frames. Absolutly no frames!
-VALID MARKUP CODE. Very important to me. Try to avoid tables as well and opt for CSS.
-Very quick script. Use a SQL database if you feel that will speed it up.

Functions:
-User created accounts
-Admin to manage and view accounts. Also to manage space quota.
-Admin to manage what ads are being served up.
-Send and recieve email.
-Address Book.
-Email Box search.
-Users can make folders.
-Ability to attach files (max attachment size can be changed in admin panel)
