We believe in people, we believe in what others say, we are all webmasters in some kind of way, but sometimes a completed job made by an external person (coder) could not meet our requirements or could not meet what we were expecting before.

Can we stop a bad and fraudulent coder to still proposing his services around the web? - No we can't - He can continue proposing his services everytime and can even have the same victim twice - But this can only happen when the contact between Buyers and Coders are made without
ARBITRATION.
A Rating System allowing comments and a cookie signup controller are the good solutions to maintain a quality enviroment (Coders and Buyers), each other can rate when a project is completed, reflecting in public their reputation.
