Irc Content Search Engine in PHP

I am looking for someone to create an IRC search engine out of PHP. It's basicly just a search engine. The user searches for a file, then it shows a list of bots and links to it. Then it copies the xdcc send part to the clipboard. The only difficult part of it would be to tell whether the bot is online or not. I can offer free hosting (1000mb and 50GB transfer) and some money. If you are interested, please PM me or Email me.
