Looking for a technical expert with a strong business background

Hi:

I am looking to hire a freelance technical guru (expert) on a part-time basis. You could be located anywhere as long as you have the following:
1. Appreciation for timeliness, confidentiality, honesty towards the work and business relationship, and dedication to delivery of what is promised
2. Ability to read, interpret and translate business specs into the smart technical design and working code
3. Ability to understand the business problem, help translate it into technical specs, design and code
4. Must have extensive in-depth technical knowledge in web including web servers, C++, PHP, MySQL, HTML, CSS, JavaScript, database design, SQL, web site management and installation scripting. I am open to .Net technology as well!
5. Must have in-depth knowledge to come-up with a n-tier architecture and support it by design, specs, coding and testing
6. Must be a self-starter, as you will have the complete responsibility of bringing the product "alive" from the ground-up on your own!
7. Must be detailed oriented - no short-cuts or brief explanations!
8. Must have executed at least 10 successful implementations in area of web, e-commerce, dynamic and/or portal sites
9. Must be willing to sign a NDA and a working contract for at least 6 months
10. Must have valid references to the original technical work
11. You get the picture

The product will create an application service provider’s site as well as a standalone product either in PHP or in .Net. Due to the nature of the business, I will discuss it only after the selection process is complete! The payments will be tied to the deliverables or could be on a monthly basis depending on the comfort level!
