Membership Site Programming

We are looking to develop a membership site, not complex at all but would have to take cc using worldpay or ikobo.com. We are leaning twords ikobo because they accept cc payments worldwide in multiple currencies.
Members should be then allowed to download and access members area in 2 different levels.

Would also need some sort of affiliate tracker for tracking advertising.

Would have to be PHP because our server is linux based. Site would also use header and footer files for easy customization/tweaking.

Basically how it would work is this:
Customer/member goes to the site, sees what a great deal it is to become a member of this site. Signs up/applies, pays his $xx.xx and is then sent a confirmation email with very limited access, this level of access would be known as the entry level.
-While in the entry level the member would be able to edit his/her profile page, the client would also have access to other members and their profile pages.
-If the members application is approved (would be granted through the administrators control panel) he/she gets another congratulations email and is then given full access to the entire site.
-When this happens they are given access for 1 year.
-10 months after they sign up they are sent an email saying it is time to sign up for another year to keep your membership current. 60 days after that email if they are not paid in full the membership cancels and they become inactive.

The company is currently in talks with some advertisers and a few companies who would provide discounts of their services for members.

We understand this can take some time, if you could give us a timeline, and a ballpark quote so we can get into further talks and then we can have a bang out the dents meeting to get them ball rolling with a down payment.
