Are you looking for a web only or downloaded solution?

PS for only $1000 USD I doubt you'll get what you're looking for. Something such as this that I also assume needs to be secure needs to go through development, testing, etc. And this is a rather in depth project. Just stress testing alone *should* take at least a day, and that's assuming nothing goes wrong. Just my two cents worth.
