Need a reasonably simple script, prefferably PHP

Hello

I need a sort of a lottery script for my site.
My site runs on the Mambo CMS.

I need i script that will log all members that register to my site, and put them on a list.

Then i would like the script to give each member one point for each unique day he visits the site.

I would like the list to be divited into 6 areas:

1. 1-5 points
2. 6-10 points
3. 11-15 points
4. 16-20 points
5. 21-25 points
6. 26-31 points

Then on the last day of the month, i would like the script to assign one randomly generated number (from 1 - 20) to each member in area 1. and 2 numbers for area 2, and so on.

Then i would like the script to store the user details of the one person that has the highest number, on a textfile.
If there are several persons that share the highest number, these persons will the again be given a random number, and a winner selected.

The point is to give the people that visit the site the most, the best chance to win. The winner is selected at the end of the month.

As an extra function, one that i can enable or disable to my liking, is a 2checkout module, that will enable the members to purchase more points via 2checkout. Of course this would mean that there will have to be more than 6 areas.So a 7'th area would have to be created, containing any number over 31


Any developer got a quote for me, both with and without the 2checkout module??
