Need PHP Programmer with Design Saavy

Hello,
We have a php/MySQL database driven site close to completion, but we seem to have run into a dead end with the current developers. They can write code, but they don't appear to be detail oriented enough to incorporate the code into the site and have a smooth flow for the site admin.

There are also several problems with the search function that they seem unable to deal with.

We are looking for an experienced php programmer to help us get the site in order ASAP. This person or company should be located in the US and be available for telephone conversations during normal business hours. A basic understanding of the US collegiate system and what it takes to get into a US college is also necessary.

(Yes, we had a company from another country in another time zone work on this project previously)

Not all developers from other countries leave unfinished work

In fact, percentagewise as far as the number of developers in the rest of the world vs. number of developers in the U.S., U.S. programmers probably leave more projects undone.

I wasn't implying that, and I'm sorry if it appeared I was stereotyping, but I'm looking for someone I can communicate with when I come into the office and not see them log off to go to sleep when it's 10am.

The issue isn't non-US by any means. The issue is the ability to communicate while being awake at the same time.
