Exclamation Paid Project - proposal needed

Need a proposal from an experienced site coder/company knowledgeable in PHP/MySQL scripting and the forum software, vBulletin. Note: references are required.

Job: Develop a website that will allow users to purchase corporations and other legal documents. User will register [site registration MUST integrate with vBulletin registration] and select document to purchase (for example, a Florida corporation). System will ask a series of questions, integrate answers into a pdf document and send the document to employee of site. User will be charged for document using online credit card system (2checkout.com). Employee will review generated document and contact user when document is filed with the State of Florida.

Each document should be a module or script. The site will initially begin with two modules and slowly add modules as time goes on. Coder should be able to add additional modules accordingly.

Time table: As soon as possible.

Payment terms: Payment will be made credit card. Upon acceptance of proposal, 33% of total payment will be made. Additional 33% will be made upon agreement by parties. Final 33% will be done upon completion.
