I would certainly need to discuss details before quoting this job, but it does like like you need a section of the site where your employees log in, check/verify orders, mark items as shipped/paid, etc. This would be a project I would be able to perform for you to your satisfaction. It has been done. Please read below for my requirements:
We have been using X-Cart for our commerce business for a few months. We love the front-end as well as the admin area. However, it lacks of fulfillment staff area functionalities. Therefore, we are in needed of having this fulfillment staff area to be developed to meet our needs.

For X-Carrt Gold 4.0.9

Our needs are:

To Place order
- Fulfillment staff can place order for customer who orders over the phone or mail-in from fulfillment area.
- Fulfillment staff can over-write price of the product (item) to be added to the cart
- Fulfillment staff can choose available shipping methods for customers
- Fulfillment staff can still use coupon code or gift certficate on the check-out process (Coupon codes or gift certificate is told by customer)
- When fulfillment staff place order for customer, fulfillment staff can choose payment method as follow: Credit Card, Terms (Purchase Order)

If Payment by credit card, then input credit card info then process like normal
If Payment by Terms (Purchase Order), then in put Length of Term (30 days,45 days, 60 days)
- Of the invoice after placing order, it will display payment: PAID or Terms
- Fulfillment staff can keep log of the orders.

To Manage Products:
- Fulfillment staff can update inventory
- Fulfillment staff can update price of product

To Do Report:
-Fulfillment staff can generate report or sales, inventory

Orders Management:
- Keep it as it is in X-Cart now. No need to do anything.

Above are our needs. Below are our requirements:
- This module must be working independently from X-Cart
- It can work side-by-side with X-Cart
- It can reuse X-Cart files/ database
- If X-cart is updated, this module will not be effected.
- Must be used the same authentication method like X-Cart
- Must understand X-Cart architec throughly

Please let me know if you can develope this module. If yes, how much total for this project? How long?

Note: If your labor is $55/hour, then I think you will lose this project over India developers. I think with this going, soon or later, all IT, programing jobs will be outsourced to India because their rate is so low. Hint only $6/hour.
