Programmer needed

Looking for programmer that is able to develep an online web application.

The web application that i want to develop have to incorparate this functions:
1. Have a square area that is divided into a few sections(ex: smaller square section inside that square area), user must be able to arrange several object that is provide in that square area.
2. Then after all the object have been arranged and user press a button, the application must be able to interpet that square area to know what object is located at which section on the square.

The main idea behind this web application is something like a memory test where user are require to the arrange objects and then later intepret the area to see if the user put each object in the correct place.

Must also be able to do simple website interfaces design and database function.
