Questions Script Needed!

I'm in need of a PHP script that will allow a user to register for a website, login and then go to whichever "department" and ask 3 questions. First 3 questions are free to each "department" and then after that it would be a subscription fee so it would need to realize the 3 questions for that "department" have already been asked so it asks for the payment of a subscription to be sent in for additional questions and advise. I'm thinking there would have to be some sort of admin with a login for each department to answer the questions with time stamps of when it was asked and when it was answered.

If someone knows of a script already out there please let me know. If you think it's a script you could write please reply or PM with a price.

I think could do this pretty easily... especially if an online cart was already set up or if all payments needed to be phoned/faxed in. I'd want to call and talk over the details before giving a firm quote, but I think it could be done for a reasonable price.
