WANTED : PHP advanced CHAT system like x7chat (we pay)

I have a big e-community and we are using a developed version x7chat customised to match our own needs.

but our users are facing a lot of problems, so we decided to write our own clean code and avoid all mistakes we saw in x7chat.com.

so please any expert or prof. php programmer can study x7chat and write a better code please contact us.

Why we choose X7CHAT ? because only one advantage , users don't notice any blinking or refresh

when browswer updates the data in the post area in the chat room.
so this must be the main issue in the new chat system

general :
1- no java, flash plug ins or applets.
2- a clean code using PHP + MySQL
3- multi-lingual,
4- works in major browswers.
5- fast
5- not using big amount of bandwith
6- bad language filter.
7- supports multi-rooms
8- friendly interface like digi-chat
9- room operator may kick,ban, unban,mute(change to read only mode), give op, de-op any user in the room.
10- ban by ip number, part of ip number, by e-mail, nickname, by user id number.
11- post area not blinking for update.<smooth update like x7chat>
12- supports avatar nickname list - with image beside each nickname
13- supports emoticons.
14- sound for new incomming private msg
15- supports private messages : an alert shows up for new private messages and after click on

this alert a private message window will show, we don't recommend auto pop-up window for

incomming new private message because some browswers will block that,

and there are more datails and features we can talk about it later as second step.

please put your offers after studying x7chat code reading, testing and understanding it.
