Web Developer Needed ASAP - US Citizenship must-

Here is the skill set I am looking for, Responsible for developing concept and code for the primary web interface for a EMS solution. Skills needed for this position require a solid understanding of XML, HTTP Requests, HTML, Java Script, JSP. Also Java experience is extremely helpful. Solaris and/or UNIX experience is also a plus.
Primary development tasks involve interpreting HTTP content, coming from end applications through the Portal proxy server, into deliverable content through the Portal front end. This task is accomplished by reading source code at the packet level, interpreting the issues raised when proxying the content, then writing rules using a proprietary XML set to manage the content out to the end user.

Other duties of this position include writing technical specification documents as well as design and integration diagrams.
