Banner rotation and refreshing question

I need to rotate multiple banners, embedded in a page, that refresh in X amount of seconds.

I have this problem almost solved, but can't get it to work in Netscape 4.x

I used the IFRAME tag to emmbed the page with the banner, and on the soure page that is displayed in this IFRAME, I used SSI (caling an ad rotating perl script) and a META Refresh statement to reload the page...and hence reload the contents of the IFRAME.

This works in IE, but not in Netscape 4.x I did try layers in netscape, but it refreshes the whole page, instead of just the banner...

I haven't worked with netscape layers before, is there any way to make only the contents of the layer refresh, and not the whole page?
