dynamic popups - on host url

I want to make a popup appear on my site when a user either closes the browser goes back to a different url or surfs off my URL - I have written code to do this but it uses a frameset - so basically when a 1% frame goes the popup appears.

If anyone has any ideas in Javascript or another language please let me know
