Form File Transfer

I don't even know if this is the right venue for this question, but here goes.
This is what I need to do:
I want people to be able to use a form to submit a file to the server, (Typically a Microsoft Office document of some sort) and then when they so desire be able to click a button to compile all the documents in a given location into one "summary" document. I am thinking this could possibly be achieved with a word master document, but I don't know how that would work, and worse I don't know how people can submit files like I want them to. Any help in either answering this question or pointing me to the proper forum to do so is greatly appreciated.

Use CGI to upload the file, then pass some commands to a program that will do what you want, through CGI. I don't know how to work with word documents (since they're binary, they'd have to be done through a compliled program of some sort), or I'd help you.
