IE 10 doc mode IE9 standards won't work
I'm trying to force IE10 into IE9 standards mode but can't seem to get it. It works with my ie8 browser when i force it into ie 7 standards but ignores it in IE10.
Any ideas? or am i missing something obvious.

I understand that this can be troublesome. I would modify the line to use the exact casing (upper and lower-case), even though HTML is not case-sensitive:
I suspect, also, that if your page does not validate in some way then IE will default to ignoring your meta tag.
<meta http-equiv="X-UA-Compatible" content="IE=EmulateIE9" />
Otherwise, I would try a different (HTML5) DOCTYPE.
