On a static website nothing will change, the text, all elements, it stays the same until someone physically codes changes into it.
On a dynamic website, information tends to change based upon a coding language like PHP, and the HTML changes size and shape to fit around it without you doing anything to it yourself.

Static Websites & Dynamic Websites
Static websites are very cheap to develop and host. Most of the small business companies want to have a static website for their websites. Dynamic sites are more expensive to develop but the advantages of this site is numerous. It gives the ability to update the site easily by website owner.

static website: code created by you and at user request the server simply show it (html + css)
dynamic website: code created by you in "pieces", at user request the server made queries to database and put all the needed pieces together so the page is created in that moment.

Static websites are websites are developed by using simple HTML and CSS. No dynamic effect available to in the site. Dynamic website is just opposite of it. To create a static site need less cost as compare to dynamic one.
