I have some benefits forms in Word format. I'd like for users to select a form using a List Menu, depress a Submit Button, and have the document retrieved (in some cases, by launching Word, in others, by displaying a pdf). Is this possible and what tools will I need?

Yes, it's possible. BTW, I'd use PDF as it's displayed by most browsers.

But, I wouldn't use a form. Why not just use links? Only 1 click compared to 2 for your users and a lot less headache for you as it can be done completely in HTML. If you use a form you'll have to have some sort of script parse it and then decide which file to send.
