If you want to write straight HTML code then notepad is the place to do it. It won't add anything behind the scenes to the code. Dreamweaver is pretty high end price wise but basic free HTML editors are abundant. An editor also lets you perform some operations that can enhance your site beyond strictly hand coding in HTML.
