Can't get iis7 to work in vista home premium

I was hoping to install php5 to work with IIS in windows vista home premium - but I can't seem to get IIS to work. I activated IIS according to microsoft instructions:
1. Click Start and then click Control Panel.
2. In Control Panel, click Programs and then click Turn on or off Windows Features.
3. In the Windows Features dialog box, click Internet Information Services and then click OK.

When I enter http://localhost/ or http://localhost/iisstart.htm in the browser I get an empty page - also when I go to display source I see an empty page. This should be so easy I am embarrassed to be having this problem. Can anyone tell me what I am doing wrong or how to troubleshoot?

I don't have vista, but I hear there are a lot more security settings and other changes in IIS7. Have you toured through the IIS management console?

Also I'd be looking for some firewall/script blocking program in earlier versions, based on your description.

Yes - you may be right. I can see that I have a configuration problem because when I double click on an html file, instead of the file opening in the default browser I get an error message - "Error executing program". If I can fix this I have the feeling my problem will go away. I have checked that the htm and html extensions are associated with Firefox. Any idea what may be causing this?
