Create ASP.NET Application remotely

Whenver I need to create application for a folder in my site, I always have to remote desktop to the server and set application from IIS (IIS->Web Sites->domain->right click on folder->Property->Directory->Create). Is there anyway to do this without has to use RD? Like, is it possible to create application remotely using other mean?

I believe you can connect to the IIS MMC remotely if your server and network is properly configured.

I know that I can connect to IIS using browser as Administrator. Can I have the user (not admin) of the domain do that remotely?
