IIS shouldn't stop Apache running, but you might have some clashing of ports.

Sounds like you might have some of the IIS components installed.
Have a check in Start>Control Panel>Add or Remove Programs>Add/Remove Windows Components to see if any IIS parts are installed.
If you have no use for them just un-tick them and uninstall.

Easy way to install Apache and PHP plus MySql etc is with XAMMP(link) or a similar package.
Available for Windows, Linux and Mac.

Best to go back through and check your install.

Are you trying to install Apache and PHP "separately"?

I would recommend a "WAMP" package such as XAMMP or one of the others available.
Install is generally a doddle that way and involves less mucking about to get separate packages to work.
