Error with 2003 server

Recently I've been tasked with upgrading some of our existing COM objects (.dll) to .net webservices (c++.net, unfortunatly). I got the first one working on my XP machine perfectly; however, when I copy the folder over to 2003 server and create it as an application I get the following error:

I have the same exact problem. Has anyone solved this in the last year and a half?
