Iis not works properly

Something goes wrong with my iis.
I am running a local site, offline, on my hard disk.
My system is win xp, sp1, with kerio firewall and kaspersky antivirus.

I cannot access my site from any browser.

I hit http://localhost/ or http://localhost/index.asp or http://127.0.0.1/ or http://127.0.0.1:80/index.asp or many other alternatives.
No luck.
Firefox says 'the connection was refused when attempting to contact localhost'.
IE, the first time displays all of index.asp except graphics! But if i do a refresh or hit a link, the 404 not found page displays.
Same things about opera.

I stop firewall, antivirus, I stopped their services, I tried again but nothing changed.

I checked iis default web site properties but everything seems ok as far as I know.

I checked the path for iis files (inetpub/wwwroot), it is ok.

I tried to uninstall .net framework 1.1 but it cannot be unistalled properly. I also tried safe mode but it says it cannot be uninstalled in safe mode.

I uninstalled iis and istall it again. This was very bad. After this action, the internet information services did not display iis version 5.1 but something like 2.1xxxx. And I checked to see the 'default web site' and it was not there(in iis)! So I had to restore a ghost backup to have a normal-looked iis again.

I also made scandisk to fix any errors(no bad sectors at all).

I also made an upgrade to win xp, to repair any missing windows files, if there was a problem like that.

I made all these thing, so many hours, much frustation, and no luck. Iis still not works properly.

I cannot imagine what is the problem. I cannot think any other thing to do.

I am not sure if this is a pure iis problem or if there is something else that influence iis.

Please help me, i would appreciate it if you could give me a solution to my problem.

How did you go about uninstalling and reinstalling IIS? What version of XP are you using?

I did it from controlpanel, add-remove programs, windows components.

I have xp professional.

The uninstall and install was a very bad experience because in order to obtain a normal-looking iis(display 5.1 version and not 2.13334877, display 'default web site' and not to be this one disappeared), I had to restore my computer to a previous state using symantec ghost.

Otherwise iis seemed almost abnormal to my eyes.

I have no idea where your version 2 stuff is coming from. I've installed and uninstalled and reinstalled IIS often on XP Pro with no problems.

Make sure you are a local administrator user when you do the uninstall and reinstall. Also somewhere on the MS KB site there is an article or two about how to reset IIS permissions and settings back to default values. I don't have links but you should be able to find these articles.
