I have set up an iss service on my computer and I can access the files through an ip and a dynamic ip from no-ip on my computer and my other LAN computers but when someone else tries to access it, it does not work for them. How can I change it so it is viewable from any computer? A step by step procedure would help. Thanks in advance.

You have to make sure that remote users end up at your server's IP address, and that port 80 traffic is opened or forwarded through any routers or firewall software.
There is nothing you need to do in IIS. IIS listens on port 80 (unless you changed something from the default configuration). This question is more a network question than an IIS question.
