Inetmgr access with non administrative domain user

Hi , in my company already some 10 users( windows 2000 professional with iis 5.0) are able to access intmgr and host sites with a normal domain user (non- administrator).
where as i am trying to access the inetmgr with newly created non-administrative user on another computer.
I have given full rights on c:\inetpub & c:\winnt\system32\inetsrv folders for that user , eventhough its not working ,what i have to do additionally to access inetmgr and host sites . now i am getting only internet information services -> system name , after that i am not getting default website , default ftp site etc .
if i logged as administrator , i am able to get it .
plz help me ....
