Problem accessing files

Problem accessing files
i have installed php on iis7 on windows 7 and i am not able to read or write files even the file exist function is not recognising files

and no error messages are displayed
please help

can anyone give a solution to this??

Yes, review your installation of php and fix whatever you did wrong when installing php.

Review file permission settings, that's a likely culprit.
