Setting up a web server on Windows platform.
I have been asked to setup a web server on Windows.

Is IIS or Apache best to setup and how?

Mainly deal with PHP, SQL (MySQL and PostgreSQL), Java and Perl / Python.

With what you're proposing use a linux server. Apache will be easier to setup with what you listed, but IIS will also work. Apache doesn't support asp or NET pages.
