IIS PHP FastCGI allows 1/2 time

I have a php script that uses shell_exec to convert a video file into a .jpg using shell exec this works ok. but the problem is after executing the php file if I refresh the browser or surf back to that page I get a 500 error messaga about fast cgi error code 0x800700e9......but if i refresh again then it works. so every other execution i'm getting the 500 error I need it to work everytime. There is nothing wrong with the script. I just need to figure out why IIS can only handle the request every other request time......Thanks for helping ahead of time.

0x800700e9 probably means PHP is crashing in the middle of a request. Anything in IIS's or PHP's error logs besides that 500?
