    Is your 'anarchyhangout' folder in your default folder? If you go to 403 Forbidden with no index files, and Directory Browsing enabled, does it list the 'anarchyhangout' folder? If it does, see if you can access that with no index files in it, and see if it will list the install folder.

    Okay I checked to see if it shows the folder, it does. I managed to eventually install it but now it only opens 403 Forbidden
    and doesn't open it with my url?

    Either the direct file you are looking at, or an include, may not have access, either by the web server to present it to the client, or PHP to process it in the back end. If everything is all in the 'anarchyhangout' folder, or sub-folder, one way to easily test this is adjust permissions to ALL. Set the entire directory/sub-directory. This will rule out 1 file that may be restricted, perhaps a config file from the install.

    Anarchyhangout is an "oxwall" folder so it uses an htaccess file but iis uses url rewrite >.< I'm sure I have the url rewrite settings wrong
    I have included the htaccess file below, iis permisions are set to all

    Code:
    Options +FollowSymLinks
    RewriteEngine On

    AddEncoding gzip .gz
    AddEncoding gzip .gzip
    <FilesMatch "\.(js.gz|js.gzip)$">
      ForceType text/javascript
    </FilesMatch>
    <FilesMatch "\.(css.gz|css.gzip)$">
      ForceType text/css
    </FilesMatch>

    RewriteCond %{REQUEST_URI} !^/index\.php
    RewriteCond %{REQUEST_URI} !/ow_updates/index\.php
    RewriteCond %{REQUEST_URI} !/ow_updates/
    RewriteCond %{REQUEST_URI} !/ow_cron/run\.php
    RewriteCond %{REQUEST_URI} !/e500\.php
    RewriteCond %{REQUEST_URI} !/captcha\.php
    #RewriteCond %{REQUEST_URI} (/|\.php|\.html|\.htm|\.xml|\.feed|robots\.txt|\.raw|/[^.]*)$  [NC]
    RewriteCond %{REQUEST_FILENAME} (/|\.php|\.html|\.htm|\.xml|\.feed|robots\.txt|\.raw|/[^.]*)$  [NC]
    RewriteRule (.*) index.php

    Every other folder seems to use 404 - File or directory not found. all except anarchyhangout which opens as 403 Forbidden

    Would you be up displaying what you found, and how you corrected it? This may help anyone in the future with a similar problem who comes across this page via their Googling.

    Yeah it was due to the config file in oxwall, it was pointing to localhost and not my url
