Chang locations of 2 frames with one link W/O Javascript?

Hello,

I am looking for a way to change the URLs (location) in 2 separate frames from one link WITHOUT using JavaScript. Can this be done?

yes,

have the two frames be frames within one other frame, then when the user clicks... replace the one 'top level' frame which contains the other two.
