IE 3.02 Javascript onmouseover MAJOR problem

Sometimes in IE 3.02 (and maybe other old versions) when I move my mouse over a onmouseover image in my menu, my cursor stays an arrow, not a pointing finger... (NOT always, I'd say 1 out of 6 times) And when I click, the links doesnt work... Also the image does not change...
When I refresh the page all works well. It might not seem like a big problem, but my visitors are probably people who dont know about a REFREH button URL so please help!
