How to install my own IP module in Linux

Hi, I am doing my MTech project, & my project is developing a new routing algorithms so that QoS can be provided. For that I am planing to implement my own IP module. Now my problem is how to install that IP module, so that I can use my own IP to send packets.
Is this is really posible, that with out changing the entire protocol suite, can I use my own IP module.
