NIC speed is very slow by ping...

64 bytes from 192.168.1.199: icmp_seq=1 ttl=255 time=82 usec
64 bytes from 192.168.1.199: icmp_seq=2 ttl=255 time=41 usec
my 98se using 3com 905b and my rh 7.1 uses 3c905c. why the "ping speed" is very slow?????
