Help Exchange Server

MONITORING EXCHANGE SERVER
Is there a way to check randomly checkl the mails comming in and being sent out to see if users are not abusing it.

What is the best posible way to back up exchange server in case of server going down. (Including PST files and User Accounts in Active directory)
