Looking for a good mailing list script

Hi all,

I was wondering if anyone out there know of a script that I can use to basically build an email list that meets the following criteria...

1. Be able to have a list member emails.
2. I want to be able to set who can send emails to the list (authorization)

does this make sense. It's really an email forward system, but I don't want just anyone to send emails to this list, just people that are authorized..
