Qmail only spawning one remote connection

I have the file
/var/qmail/control/concurrencyremote
with 100 in it

I currently have around 5000 mails in the queue, it is sending but very slowly

When I do
ps aux|grep qmail I get the following

How can I have qmail spawn more remote connections
