Reaching SMTP Relay Limit, endless loop?

I keep reaching an SMTP relay limit on a godaddy virtual dedicated server. I've turned off bounce back and catchall emails. I'm trying to figure out the mail logs and I'm seeing a lot of failure notices. Any suggestions?

Code:
[root@ip-______________ ~]# /var/qmail/bin/qmail-qstat
messages in queue: 28
messages in queue but not yet preprocessed: 0

[root@ip-______________ ~]# vi /var/qmail/queue/mess/7/21880781

Hi. This is the qmail-send program at ip-______________.ip.secureserver.net.
I'm afraid I wasn't able to deliver your message to the following addresses.
This is a permanent error; I've given up. Sorry it didn't work out.

Usually the remote host will provide a bounce message when it refuses to accept a mail message. Check the 'from' user mailbox. If you don't see anything there maybe the receiving server admin can help identify the problem.

You might check your mailserver IP against RBL lists, perhaps you've ended up on a block list.

Make sure your server is not sending out bounces for unknown users. I had a client that was sending bounces for email sent to unknown users. They were hit by an email dictionary attack and would easily hit Godaddy's limits.

I see you are using qmail. Is this a plesk server? If so, you can set the email to reject in the email configuration settings on the domain level
