Spam sender in tags problem.

Win 7 pro
Cpanel VPS optimized 3
Been receiving these annoying eflyers for years. The indian based company states there are no spam laws there so I have to send an exclusion request, which will confirm my address, no way. The spammers enter any company name up front, many of which you wouldnt want to blacklist and as yet I cant blacklist the crap between the tags, example below.

Any help appreciated as researching the problem has turned up nothing so far.
