Is the emulator that comes with the official Android SDK not good enough?

you can get it at developer.android.com

Your choices are limited with mobile development. The simulator that comes stock with Xcode (for iOS development), and the simulator that comes with the Android SDK are pretty much your only choices. However, both of these are more than sufficient for any type of development you need to do to ensure your app works and looks good across multiple devices.

FYI - The Android simulator can be painfully slow to start up, but that can be remedied by enabling x86. If you need help with that, let me know; I'd be glad to help. There should be lots of resources out there to help with that kind of thing, though.
