SMS - Sms programming

Hi
I am going to make a program to start a cell phone camera by sms- it means 1 – I write a (specific) sms on my cell phone 2 – send this sms to a specific cell phone (I specify and load my application on it before) -3 – the specific (target cell phone) get sms 4- camera on target will take a photo and save on itself! Is it possible? How do u think?
May u lead me how to program? I am a C# and php programmer now and I didn’t write any program for mobile! Please tell me how can I do it?

Which phone do you have as target?
