What happens when you push F1 or F2? A quick and easy thing to try would be replace the cmos battery, maybe it sat around too long and is low.

(^^;(I got it roughly. Surely it has not only have problem with CMOS, but also with BIOS itself. Because I/O port seems disabled.)

How flash bios didn't work?

However, if it is new mobo, you have right to complain of it to the vendor at this moment. If not, try to use mouseport for keyboard or use usb if possible. Otherwise try to flash bios in autoexec.bat.

I got that error when there was an incompatibility between my mobo and CPU. Do you get any error beeps? If the mobo is new, send it back and get a replacement.
