Computer powers up but won't post

Hello,
I've looked through the forum but have not been able to find a similar situation to what I have.
I turned off my computer, attached a new hard drive to an IDE controller card and then tried to boot my computer.
The computer turns on, HD and power lights go on, the CPU fan is on, video card fan is on, the PSU fan is on, the HDs are spinning, the mobo boot LEDs show FF which the manual says means "boot" and everything looks to be good.
No signal goes to the monitor and the computer just runs.

I have the following:
amd X2 CPU
EVGA nforce4 mobo
Antec truepower 550 PSU
EVGA nvidia 7800gt graphics card
PCI IDE card
3 IDE HDs
DVD-burner
Four 512 sticks of OCZ platinum rev2 RAM

I have tried using different combinations of ram and I have tried booting without the graphics card and did not get any response at all. Also, I have removed the CMOS battery on the mobo but that did not make any difference.
I have also, reseated every device and dusted off all of the parts.

Would a dead PSU still power all of the fans and HDs?
Could my CPU be toast?

Any assistance to help end my frustration would be greatly appreciated.

Hi gotsnolegs and welcome to Dev Shed.

Do the hard drives spin continuously like the machine is booting ? Do you have a spare graphics card that you could try in the machine ?

I just tried it again and the hard drives no longer spin. Also, the DVD drive will not open. All of the fans on each device are all spinning.
Would this be a bad PSU? I have had the unit for less than 2 years now.
I figure it isn't the graphics card because it should still beep if the graphics card is missing or not seated properly.
Is there any way for me to tell if the CPU is bad? I have taken a look at it and did not see any signs that it could be burned out.

I think your PSU is ok for the reason that it is powering on and stays on.

To be honest though, I am thinking that your CPU has actually failed.

Since I don't have an extra CPU sitting around, it's time to decide if I should drop the cash to buy a replacement or just upgrade to a newer mobo and CPU. I currently have an old AMD socket 939 processor.
Thanks for the help.
If anyone else has any ideas, please post them.

Currently I am unable to even get to the bios. The computer won't beep and my monitor receives no signal.
I unplugged all of the HDs, took out all the memory, the IDE card and the graphics card and nothing happened. I was hoping to get some beeps signifying that stuff was missing but I did not.
I'm at a total loss as to what is broken.

check to make sure you didn't dislodge the 4 pin CPU power supply connector on the mainboard.

How would I go about testing the power supply?
The power supply fan works and it turns on and stays on.

Also, I checked the other power connector and it is good to go.

You can always test the PSU the old fashioned way ! You need to short the connector - this link will show you how to do it ==> Clicky

PLEASE NOTE - Do not have the PSU plugged into the wall whilst doing this.

I bought a digital multimeter to test the PSU today. The 12V and 5V rails all tested out good. As a result I purchased a new motherboard. Hopefully that will remedy the problem.
I'll post what happens when I test it out.
